On September 24th the La Crosse Police Department Investigative Staff, La Crosse Police Emergency Response Team, Wisconsin Department of Justice-Division of Criminal Investigation, and the West Central Metropolitan Enforcement Group (MEG), with the help of the La Crosse County Sheriff’s Department Emergency Response Team and Onalaska Police Department, executed search warrants at three separate locations as part of an ongoing drug conspiracy case. Douglas “Martell” Owens and Juanita Owens were taken into custody in their apartment at 1206 West Avenue South #3 La Crosse, WI. Warrants were also executed at their Candy Shop at 1201 10th Avenue South La Crosse, WI as well as their permanent address of 854 12th Avenue South Onalaska, WI.
Evidence seized as part of these search warrants included 34.5 grams Heroin, 556.7 grams THC, several Xanax pills, 3.3 grams Methamphetamine, and a small amount of Ecstasy. The estimated street value of the recovered drugs was $14,300. Also recovered was $1788.00 cash. Also seized were two of the Owens’ vehicles.
When the tactical team was making entry, Juanita was observed trying to conceal items. She was transported to a local hospital and a body cavity search warrant was obtained. Evidence seized from Juanita included an additional 52.8 grams of Crack Cocaine, 31.4 grams of Powder Cocaine, and 10.3 grams of Heroin. The estimated street value from this search warrant was $10,500.
Douglas M. Owens (12-8-1982) of La Crosse was charged with:
- Conspiracy to Deliver Heroin greater than 50 Grams
- Conspiracy to Deliver Cocaine greater than 40 Grams
- Possession with Intent to Deliver Marijuana
- Possession with Intent to Deliver Cocaine
- Possession with Intent to Deliver Heroin
- Actively on Probation with Department of Corrections
Juanita W. Owens (8-17-1978) of La Crosse was charged with:
- Conspiracy to Deliver Heroin greater than 50 Grams
- Conspiracy to Deliver Cocaine greater than 40 Grams
- Possession with Intent to Deliver Marijuana
- Possession with Intent to Deliver Cocaine
- Possession with Intent to Deliver Heroin
This was part of a much larger drug conspiracy case that has been ongoing for approximately 18 months. This is still an ongoing investigation which involves multiple defendants with arrest warrants being sought. More information will be provided at a later time.

Glad to hear of drugs being taken off the street. Every time the police arrest a drug dealer living near me the next morning you can feel the difference. There is a spirit of mamon and wickedness that leaves the place, and it is palpable.
